Extension of Cobalt ICT Infrastructure Project

The purpose of this report is to attain approval for additional investment into the Cobalt ICT Infrastructure Project to the value of £777k through a revision of the terms of an existing North East Investment Fund Loan. The additional investment will connect the existing ICT broadband infrastructure loop and Stellium Data Centre at Cobalt Business Park North Tyneside to Seaton Sluice, Northumberland where a high speed broadband cable will make landfall linking the North East to Esbjerg, Denmark and mainland Europe. This additional infrastructure is a critical piece of a transatlantic super-high speed broadband cabling infrastructure linking the Eastern Seaboard of the United States to the North East of England and on to Mainland Continental Europe. This type of physical infrastructure investment has the ability to change the way in which high tech/ high data using businesses operate in and are attracted to the North East in the future.

Sunderland Electric Vehicle Filling Station- Minor Variation to Electric Vehicle Charging Units

A delegated decision, using the delegated authority given to the Head of Paid Service (in consultation with the Chief Finance Officer and Monitoring Officer) on 19th June 2018 (Minute 13), is sought to approve an additional payment of £32,100 to Fastned UK (the procured Contractor for the EV filling station) to install two 175kW chargers (super rapid) which would take the place of two of the 50kW chargers as part of the Go Ultra Low North East project.

This change in the configuration of the chargers will significantly future proof the site and responds to the needs of a rapidly shifting Electric Vehicle market

Transforming Cities – Tranche 1 bid

A delegated decision, using the delegated authority given to the Head of Paid Service of the North East Combined Authority (with agreement from the Head of Paid Service of the North of Tyne Combined Authority) at the meeting of the North East Joint Transport Committee on 18th December 2018 is sought to approve submission of a Transforming Cities Fund Tranche 1 bid on the deadline date of 4th January 2019.

This decision is requested in order to ensure that the region has the opportunity to secure extra funding for investment in public and sustainable transport, in order to improve productivity, spread prosperity and improve air quality.

Approval of Office of Low Emission’s Ultra Low Emission Taxi Infrastructure scheme

A delegated decision, using Part 3.7 of the Constitution, giving scheme of delegation of functions to Chief Officers- namely the Head of Paid Service, the Chief Finance Officer and the Monitoring officer is sought to approve a bid to the Office for Low Emission Vehicle (OLEV) as part of their Ultra Low Emission Taxi Infrastructure scheme which is a £6million funding pot to support the taxi trade transition to ultra- low emission taxis.

The closing date for submission was 30th November, however OLEV has granted an extension until the 18th December.

This funding bid submission is also to be discussed and endorsed by the Joint Transport Committee on 18th December 2018.

Sunderland Electric Vehicle Filling Station Lease Payment- Approval to Proceed

A delegated decision, using the delegated authority given to the Head of Paid Service (in consultation with the Chief Finance Officer and Monitoring Officer) on 19th June 2018 (Minute 13), is sought to approve a payment of £72,630 which will be paid to Sunderland City Council by NECA as a condition of a 15-year lease between NECA and Sunderland City Council. The leased land will be the location of NECA’s Electric Vehicle Filling Station as part of the Go Ultra Low North East project.

An original sum of £80,700 was sought by Sunderland City Council to reflect the loss of revenue from the current car park use of the site. After negotiations, this has been reduced to £72,630 to reflect the value of investment being made in Sunderland.

Proposed purchase of land at Howdon

The purpose of this report is to exercise the delegated authority given to the Managing Director (Transport Operations) to purchase land at Howdon by Nexus for the construction of a satellite depot for the Tyne and Wear Metro.

The satellite depot is necessary because of the logistical challenges posed during the Gosforth Depot redevelopment as part of the wider Metrocar fleet replacement programme.

Consent to the Newcastle upon Tyne, North Tyneside and Northumberland Combined Authority (Establishment and Functions) Order 2018

The purpose of this report is to formally request that the Head of Paid Service on the advice of the Monitoring Officer and with the agreement of the two Vice Chairs of NECA formally consent to final Secretary of State’s Order, that is reflecting of all of the principles agreed upon between the Ministry of Housing, Communities and Local Government and all constituent authorities.
