NECA Order and Constitution

The Constitution of the North East Combined Authority (NECA) sets out how it operates, how its decisions are made and the procedures that are followed to ensure that the NECA operates efficiently, effectively and is both transparent and accountable.

The NECA Order

The North East Combined Authority was established pursuant to the Durham, Gateshead, Newcastle upon Tyne, North Tyneside, Northumberland, South Tyneside and Sunderland Combined Authority Order 2014.

The Order, which was laid before Parliament in March 2014, specifies the membership and functions of the Combined Authority. In addition to establishing the Combined Authority, the Order dissolves the Tyne and Wear Integrated Transport Authority.

On the 2nd November 2018, the Newcastle upon Tyne, North Tyneside and Northumberland Combined Authority (Establishment and Functions) Order 2018 changed the boundaries of NECA.  As a result of these governance changes the boundaries of NECA now cover the Local Authorities of Durham, Gateshead, South Tyneside and Sunderland.

 

Deed of Cooperation

A Deed of Cooperation was made on the 4th July 2018 between the seven Constituent Authorities in the area that outlines a framework for collaborative working across the region.

NECA Motions and Amendments

Members of the Leadership Board may raise any matter relating to the functions of the Leadership Board by a motion. Notice of every motion is to be signed by the Member giving notice and delivered to the Monitoring Officer at least seven working days before the day of the meeting.

Motions may be withdrawn by the mover with the consent of the seconder and of the Leadership Board. Amendments may be moved, although written notice of the amendment must be given to the Monitoring Officer before noon on the day of the meeting.
