NECA Order and Constitution

The Constitution of the North East Combined Authority (NECA) sets out how it operates, how its decisions are made and the procedures that are followed to ensure that the NECA operates efficiently, effectively and is both transparent and accountable.

You can read the NECA Constitution Document here.

The NECA Order

The North East Combined Authority was established pursuant to theĀ Durham, Gateshead, Newcastle upon Tyne, North Tyneside, Northumberland, South Tyneside and Sunderland Combined Authority Order 2014.

The Order, which was laid before Parliament in March 2014, specifies the membership and functions of the Combined Authority. In addition to establishing the Combined Authority, the Order dissolves the Tyne and Wear Integrated Transport Authority.

Each of the seven councils involved in the combined authority entered into an operating agreement which details how work is carried out and who does it, as well as the protocols which underpin the operation of the Combined Authority.

The NECA Operating Agreement

The Operating Agreement was discussed and agreed at the North East Leadership Board meeting on 29th April 2014 and is available here.
